Our Work

This project consisted of a 3” asphalt removal and 6” pulverization in place of the base material. The base material was regraded, and 3” HMA was placed on top. Fiber was introduced at the asphalt plant to give stiffness to the product, and help it hold up in the long run.

Part of the City of Lewiston’s street maintenance project, this involved paving on 17th street grade from 19th Ave. to Stewart Ave. using paving fabric and 3” of hot mix asphalt.

This project included rehabilitation of approximately 10 miles of US-95 in Benewah County. Poe Asphalt performed shoulder improvements at various locations throughout the project limits, removal and new-installation of guardrail, asphalt milling, asphalt overlay and inlay and shoulder rocking. Our team used green paving practices, incorporating reclaimed asphalt pavement (RAP) into the project mix. This cut greenhouse emissions, reduced project costs, and required less virgin aggregate.

This projected consisted of a ½” chip seal over the existing surface. CRS-2P liquid was used along with a ½” chip that came from Poe Asphalt’s state line pit. Quickseal 50-50 was used as the fog material to give it a black sheen and a final layer of bond on the chip. With striping this project was completed in under 4 days.

This Poe Asphalt project included the installation of guardrail, grading, shaping, different-depth milling, and the placement of several hot-mix asphalt layers. Our team worked at night to limit the disruption to travelers and incorporated reclaimed asphalt pavement (RAP) into the project mixes. This sustainable paving approach cut greenhouse gas emissions, reduced project costs and required less virgin aggregate.

Poe Asphalt Paving Inc. won a 2019 Quality in Construction Award for excellence in construction of an asphalt pavement for the widening of Barker Road in Spokane County. The company had to clear and grub the area, grade the roadway excavation and pave the road with three lifts of hot-mix asphalt. It also made storm drainage improvements and installed signage and sewers. Partnering was essential because of the multiple contractors working on the site. Poe Asphalt Paving Inc. overcame all obstacles to produce a smooth, high-quality asphalt pavement.

Poe Asphalt was recognized by NAPA and awarded Quality in Construction in 2017 and 2018 for work on the State Highway 8 and US Highway 95 for Latah Vicinity Paving near Moscow, ID.National Asphalt Pavement Association (NAPA), recognizes excellence in regional paving projects. Test data is reviewed for deviation and compliance with project specifications for material properties and smoothness quality. Only projects meeting the highest standards receive awards.

Poe Asphalt was recognized by the Washington Asphalt Pavement Association (WAPA) for the Spokane City Contract – Rowan Ave. from Alberta to Monroe St. We are very proud of the hard work and experience our award-winning crew member demonstrated on this project.

This project consisted of a CTB and overlay. The existing material was pulverized in place and cement was added to the base and regraded with water. You wait for the optimal water percentage and micro crack with a roller prior to overlaying. Poe Asphalt completely redesigned the plans (as there was major busts) with the State of Idaho to deliver this project on time and under budget.

This project provided pavement preservation along US‐95 from Cougar Creek ( milepost 426.5) to Blackwell Slough (milepost 428.9) in Coeur d’Alene. This was accomplished by milling and overlay as well as include safety improvements such as replacing guardrail and updating pedestrian facilities (sidewalks, cross‐walks and curbs). The project was recognized by NAPA and awarded a 2017 and 2018 Quality in Construction Award. National Asphalt Pavement Association (NAPA), recognizes excellence in regional paving projects. Poe Asphalt rubblized the old roadway, regraded and reshaped the road, then placed a new aggregate base followed by a smooth asphalt surface course. Our team used green paving practices, incorporating reclaimed asphalt pavement (RAP) into the project mixes. This cut greenhouse emissions, reduced project costs, and required less virgin aggregate.

The scope of work on this project included placing 3 lifts of hot mix asphalt on a newly reconstructed base (by others). US-95 is highly traveled, which required our trucking needs for transporting the HMA to the project to be highly coordinated and monitored so as to minimize delays to the traveling public while still maintaining production of our crew. Green paving practices, which included use of reclaimed asphalt pavement (RAP) into the project mix was used on this project in order to reduce greenhouse gas emissions, and required less virgin aggregate.

This project required various asphalt sections to complete the project. Poe Asphalt was a sub on the job, and only provided the asphalt and striping. This included 2” and 3” asphalt in the Cedar’s lot and new boat storage facility. The existing road was pre-leveled and overlaid with 1” HMA to provide structure as well as a smoother surface.

We were subcontracted by DEBCO Construction for this project where our crews placed nearly 6200 tons of hot mix asphalt over a previously prepared base.

This project consisted of a 4” asphalt removal and addition of supplemental rock. The rock was regraded to provide better drainage, as well as the addition of two new drywells to catch the new water. 4” of HMA was placed on top to deliver a new surface to the shipping company. This project required strict coordination with the owner as they continued to ship product during construction.

For the KLEW-TV paving project, our work involved the excavation of 6” of grass and topsoil, performed ground prep with gravel and hot mix with a soil sterilant and striping, resulting in a high-quality paving job.

NAPA’s Quality in Construction for Airport Pavement Awards recognize exemplary quality airport pavements.This project consisted of an 18.5″ removal with 13″ rock and 5.5″ asphalt going in. Resulting in almost 20,000 tons of rock and almost 8,000 tons of HMA to complete this project. Project challenges included a demanding process to get through Air Force Security and runway access on a daily basis.

The contract provided for improvements to 3.88 miles of SR 270 in Whitman County and the City of Pullman by planing bituminous pavement, paving with HMA, expansion joint modifications, applying waterproof membranes to bridge decks, pavement repair, crack sealing, sidewalk and ADA ramp replacements, permanent signing upgrades and traffic signal modifications.

Poe Asphalt Paving Inc. was recognized for its exceptional work on Evergreen Road in Spokane Valley, WA. The project involved patching, milling, and applying a 0.25-inch hot mix asphalt overlay. Due to the road’s heavy traffic, the construction was completed in multiple phases, with Poe Asphalt using two pavers to simultaneously pave half of the roadway at a time, minimizing disruption to motorists. In response to record-setting heat, crews worked from 4 a.m. to 1 p.m., ensuring the production of a smooth, high-quality asphalt surface that will stand the test of time.

Poe Asphalt Paving received recognition for its exceptional work on Spokane International Airport Drive. As the primary access road to the busy airport, the project required careful planning and execution. To minimize disruption, Poe Asphalt conducted multiple milling operations during the day and repaved large sections of the road overnight, always ensuring that at least one lane of traffic remained open. Despite the challenges, Poe Asphalt successfully delivered a smooth, high-quality asphalt surface that will provide long-lasting performance for airport users.

Poe Asphalt Paving was awarded for its outstanding work on the 5.4-mile stretch of SH 3 in Clarkston, Idaho. The project involved cold milling at three different depths, followed by paving at varying depths along the route to achieve a smooth and uniform surface. In collaboration with the Idaho Transportation Department, Poe Asphalt developed a strategic plan that prioritized both motorist safety and project efficiency. The result was a high-quality asphalt pavement that will provide long-lasting performance for drivers.

Poe Asphalt Paving was honored with the Quality in Construction Award for excellence in construction for its work on 2.7 miles of US 95 in Cocolalla, Idaho. To minimize disruption, the company carried out milling and asphalt overlay operations at night, frequently performing both grinding and paving within the same work shifts. Throughout the project, Poe Asphalt prioritized safety, ensuring a secure work environment for its crews while maintaining a safe commuting route for the tens of thousands of daily travelers. The result was a smooth, high-quality asphalt pavement that will provide lasting value for the community.

Poe Asphalt worked on Bigelow Project #2 with Scarsella Bros., Inc., which was completed in October of 2024. 23,078 Tons of asphalt pavement was laid as the last and final project for Bigelow Gulch. The improvements to Bigelow Gulch Road are nothing short of transformative. The new four-lane road now features a center turn lane, eight-foot shoulders, and enhanced infrastructure including culverts, storm sewer pipes, guardrails, and lighting. Intersection improvements have been made to ease congestion and improve safety for drivers.

This project was for Bigelow Gulch Rd #4 & #5A and was a full reconstruct of the existing roadway. Poe Asphalt placed two 2.5″ lifts of base aggregate. This project had to allow for local traffic to not be impeded in any way. We worked in closures along with the prime contractor to provide a high quality project for both Poe Asphalt and the owners. Partnering with the owner, prime contractor and sub contractors allowed us to achieve a safe workplace with quality at the forefront.

Poe Asphalt Paving Inc. won the 2019 Larry H. Lemon Quality in Construction Award for excellence in construction of an asphalt pavement for the reconstruction of Fertile Valley Road in Newport, Wash. The company placed 6 inches of base course, followed by 3 inches of a top course and 3 inches of Superpave hot-mix asphalt. Work also included installation of curb and gutter. A late-season pave with a 2.5-hour round trip haul, the project’s biggest challenges were temperature and compaction. To account for the low temperatures and long haul, the crew operated a material transfer vehicle to help ensure uniform mixture heat before placement and to minimize any potential compaction issues. An additional oscillatory roller was utilized to help achieve optimal compaction. Poe Asphalt Paving had to keep the road open for local traffic since it was the only access that some residents had to their homes. The company produced a smooth, quality asphalt pavement with a good ride. The Larry H. Lemon Quality in Construction Award recognizes the 10 highest-scoring projects submitted for a Quality in Construction Award in the General Paving (less than 50,000 tons) category. The award is sponsored by Asphalt Contractor magazine.

The project consisted of cold milling, smoothness milling, plant mix overlay, signs, delineators, gabion structure and guardrail adustment. Poe Asphalt always has a good working relationship with the state agency. Along with a safe workplace Poe prides itself on a high quality material being placed on all of our projects. There was many subcontractors included in this project and all provided great workmanship and a timely schedule.

This project has been a wish list item for the City for quite a while. Poe was able to partner with the City on this project, and have City crews import and place the base material. We then tight bladed their base, and placed 2” HMA on the road as well as the throughout the cemetery. Residents can now walk or drive on a hard surface while paying their respects to their loved ones.

NAPA’s Quality in Construction for Airport Pavement Awards recognize exemplary quality airport pavements. This airport project consisted of a reconstruction and realignment of runway 6/24 to accommodate C-III aircrafts. Poe Asphalt placed 82,297 total tons of HMA in 4 lifts. We had to have a team effort with the engineers and prime contractor to be able to achieve the extremely tight tolerances required by the FAA. Poe Asphalt prides itself on high quality HMA, safety, and communication. With these goals achieved, we provided a safe quality project that was on schedule and under budget.

Poe Asphalt Paving Inc. won a 2019 Quality in Construction Award for excellence in construction of an asphalt pavement for its work on 1-90 in Kootenai County. Working at night to minimize disruption to traffic, the company milled 43.8 lane miles of the road then placed an inlay. Work included the resurfacing of multiple bridges and interstate on-and-off ramps. Poe Asphalt Paving incorporated reclaimed asphalt pavement (RAP) into the mixes, conserving virgin materials and reducing energy usage and greenhouse gas emissions. It produced a smooth, high-quality asphalt pavement that is serving motorists well.
